Memo: MO Annual Performance Reports

The MO School Improvement Program (MSIP) requires the MO Department of Elementary and Secondary Education (DESE) to produce an Annual Performance Report (APR) for each school (MSIP 6 Comprehensive Guide 2025). The APR measures student progress and distinguishes school and Local Education Agency (LEA), or district, performance.

DESE reports the APR as a score out of 200 points. Performance metrics account for 70% of the APR (140 points) and Continuous Improvement metrics account for 30% (60 points) (MSIP 6 Comprehensive Guide 2025). Performance scores measure student achievement, growth, graduation rates, and college/career readiness. Continuous Improvement scores measure LEA planning, climate and culture surveys, and success-ready indicators.

In 2025, 14% of LEAs earned an overall APR below 70%, or 140 points (DESE MCDS 2025, Table 1). DESE recommends that LEAs earning fewer than 70% of points possible for two consecutive years be designated as Provisionally Accredited by the State Board of Education (MSIP 6 Comprehensive Guide 2025). Most LEAs (74%) earned an overall APR between 70-90%, and 12% scored above 90% (DESE MCDS 2025). LEAs scored higher on Continuous Improvement metrics than on Performance metrics, with 94% scoring over 90% on Continuous Improvement compared to only 6% scoring over 90% on Performance.

From 2022 to 2025, LEA overall APR scores below 70% decreased from 21% to 14% (DESE MCDS 2025, DESE MCDS 2024, DESE MCDS 2023, DESE MCDS 2022, Table 1). LEAs with Performance scores under 70% decreased from 53% to 46%. LEAs with Continuous Improvement scores under 70% increased from 0% to 2%.
