Voting rights for individuals convicted of a felony vary widely by state. In ME and VT , voting is permitted even while incarcerated. In 23 states (CA, CO, CT, HI, IL, IN, MA, MD, MI, MN, MT, ND, NH, NJ, NM, NV, NY, OH, OR, PA, RI, UT, WA), individuals with a felony conviction are not permitted to vote while incarcerated, but automatically regain their right to vote upon release. In 15 states (AK, AR, GA, ID, KS, LA, MO, NC, NE, OK, SC, SD, TX, WI, WV), individuals are prohibited from voting until they have completed their entire sentence, including any term of probation or parole. For certain felony convictions, ten states (AL, AZ, DE, FL, IA, KY, MS, TN, VA, WY) strip an individual’s voting right indefinitely or require additional steps or time to restore their right to vote. Such felonies include murder and sexual offenses.
In MO, individuals on probation or parole after a felony conviction are prohibited from voting (RSMo §115.133). As of April 2026, there are approximately 50,000 people under MO Department of Corrections (DOC) supervision on probation or parole following a felony conviction (Figure 1, Supplementary Table 1).
